Notwithstanding any provisions of appendix B to this Code, the city zoning ordinance,
to the contrary, any person owning and/or operating a flea market, whether operated
indoors, outdoors, or both indoors and outdoors, shall provide sufficient off-street
parking space to provide parking for vehicles of all customers and all persons offering
property for sale at the market or otherwise participating therein. Should this requirement
be in conflict with a provision of appendix B, it shall constitute an exception to
the requirements of appendix B.
